Risk can be described qualitatively in terms of magnitudes in relation to other similar events or states. For example, a rating of Low, Moderate or High is a qualitative measure defined according to however an organization defines those magnitudes. Or risk could be described in terms of effect on operational or financial health. Risk can also be qualitatively demonstrated in terms of duration of impact and the magnitude of efforts required to recover normal operations or financial health.
